Despite legislating a fixed election date in October 2009, Harper is planning on calling on before he loses in 3 bi-elections in early September.
Let's rewind to what Harper said when he introduced the legislation originally:
"Fixed election dates prevent governments from calling snap elections for short-term political advantage," Harper said. "They level the playing field for all parties and the rules are clear for everybody."
